End Cosmetics Testing on AnimalsTesting cosmetics on animals is indefensible. That’s why we’re calling on Congress to finally pass a federal Humane Cosmetics Act, H.R. 5399. 

The Humane Cosmetics Act of 2023 will prohibit animal testing for all cosmetics products and their ingredients manufactured or sold in the U.S., with limited exceptions. 

Many companies in the U.S. have already moved away from cosmetic animal testing due to consumer demand and the existence of non-animal alternatives that are often cheaper, faster, and better at mimicking human response, making them more reliable than animal tests at predicting chemical safety.

Given the availability of superior, non-animal safety tests, the bipartisan support in Congress, and the cosmetic industry’s own desire to see passage of this legislation, co-sponsoring the Humane Cosmetics Act of 2023 is a no brainer for legislators—they just need a bit of a push.  

Please ask your U.S. Representative to cosponsor the Humane Cosmetics Act of 2023 – this is the year to finally end this cruel, unnecessary practice.

Please Co-sponsor the Humane Cosmetics Act of 2023

Dear [Decision Maker],

I am writing as a constituent to ask you to co-sponsor the Humane Cosmetics Act of 2023, H.R. 5399. This bill will prohibit animal testing for all cosmetics products and their ingredients manufactured or sold in the U.S., with limited exceptions. It is a widely supported, bipartisan piece of legislation.

If you are worried that this legislation is anti-business, I assure you it isn't. The Humane Cosmetics Act is supported by the Personal Care Products Council, a trade organization representing 90% of the U.S. cosmetics industry. It has also been endorsed by more than 350 individual companies, including Unilever and Proctor & Gamble.

Your constituents largely support this legislation as well. A 2019 poll conducted by SurveyUSA revealed that 79% of Americans support a federal law that would prohibit animal testing for cosmetics. This support ran across party lines and generations.

Another important point to consider is that the cosmetics industry already relies heavily on more predictive non-animal testing methods to evaluate product safety, demonstrating that an end to the use of animals will not negatively impact human health.

This legislation will give the cosmetics industry what they want; it will help the U.S. take a step toward a more humane, compassionate future; and it is supported by a large majority of Americans. Co-sponsoring the Humane Cosmetics Act of 2023 is smart politics, smart for business, and will surely be a feather in your cap.
