Humane CosmeticsCosmetics testing causes unnecessary pain and harm to animals, and alternative testing methods exist that are often cheaper and more accurate predictors for how cosmetics and their ingredients will affect humans. This reality has led eight states (California, Illinois, Nevada, Virginia, Maryland, New Jersey, Hawaii and Maine) to enact laws that effectively ban the sale of cosmetics that were produced using animal testing. In Rhode Island, passage of H. 7074 could make the state the ninth in the nation to pass this popular legislation. 

H. 7074 would ban the sale of cosmetics that have been developed using animal testing, with some exceptions. Banning the sale of animal-tested cosmetics is a big step towards reducing the suffering of animals in laboratories because the effect expands well beyond Rhode Island. As more states take up similar legislation, manufacturers around the country will be forced to reexamine their animal testing practices if they want to stay relevant in the marketplace.

Please support H. 7074 to end the sale of cosmetics tested on animals

Dear [Decision Maker],

I am writing to ask for your support of H. 7074 to end sale of cosmetics that are developed using animal testing. Safe and reliable non-animal safety tests have existed for years, and hundreds of brands already sell cosmetics that are cruelty free.

If you are worried that this legislation is anti-business, I assure you it isn't. The Federal Humane Cosmetics Act, which was introduced in the House and Senate last year and shares the same goal as H. 7074, is supported by the Personal Care Products Council, a trade organization representing 90% of the U.S. cosmetics industry. The federal bill has also been endorsed by more than 350 individual companies, including Unilever and Proctor & Gamble.

Another important point for consideration is that the cosmetics industry already relies heavily on more predictive, non-animal testing methods to evaluate product safety, demonstrating that an end to the use of animals will not negatively impact human health.

Banning the sale of animal-tested products is important because the impact will be felt across the entire cosmetics industry and force past-due decisions on manufacturing and development using cruel and unnecessary practices.
