Testing cosmetic ingredients on animals is indefensible. That’s why we’re calling on Congress to finally pass the federal Humane Cosmetics Act.

Many companies in the U.S. have already moved away from testing cosmetics on animals—due not only to the obvious ethical concerns, but also because of the growing global movement toward less expensive, more predictive non-animal alternatives. Passage of the Humane Cosmetics Act will support and codify this progress, helping to ensure that animals are not subjected to these cruel, archaic and unnecessary tests in the future.

The Humane Cosmetics Act of 2021 will end (with limited exceptions) the manufacture, import and sale of cosmetic products developed using animal testing in the U.S. It also directs the Food and Drug Administration to develop a strategic plan for the development and implementation of more non-animal test methods and includes boosted transparency provisions.

Given the availability of reliable, non-animal safety tests, the bipartisan support in Congress, and the cosmetic industry’s own desire to see passage of this legislation, co-sponsoring the Humane Cosmetics Act of 2021 should be a no brainer for legislators—they just need a bit of a push.  

Please ask your U.S. Senators and Representative to cosponsor the Humane Cosmetics Act of 2021 – this is the year to finally end this cruel, unnecessary practice.

Please Cosponsor the Humane Cosmetics Act of 2021

Dear [Decision Maker],

I am writing to ask you to cosponsor the Humane Cosmetics Act of 2021, H.R. 6207 and S. 3357. This legislation will end the manufacture, import and sale of cosmetics products tested on animals in the U.S. It is a widely supported, bipartisan piece of legislation.

If you are worried that this legislation is anti-business, I assure you it isn't. The Humane Cosmetics Act is supported by the Personal Care Products Council, a trade organization representing 90% of the U.S. cosmetics industry. It has also been endorsed by more than 350 individual companies, including Unilever and Proctor & Gamble.

Your constituents largely support this legislation as well. A 2019 poll conducted by SurveyUSA revealed that 79% of Americans support a federal law that would prohibit animal testing for cosmetics. This support ran across party lines and generations.

Another important point for consideration is that the cosmetics industry already relies heavily on more predictive, non-animal testing methods to evaluate product safety, demonstrating that an end to the use of animals will not negatively impact human health.

This legislation will give the cosmetics industry what they want; it will help the U.S. take a step toward a more humane, compassionate future; and it is supported by a large majority of Americans. Co-sponsoring the Humane Cosmetics Act of 2021 is smart politics, smart for business, and will surely be a feather in your cap.
