The bipartisan Humane Research and Testing Act of 2021 would create a National Center for Advancing Non-Animal Research. This dedicated center, organized under the National Institutes of Health (NIH), will provide resources, funding and training to advance humane, cost-effective and scientifically suitable non-animal methods. It will also require the NIH to outline a plan for reducing the number of animals used by federally funded researchers.

I am writing to ask you to support the Humane Research and Testing Act of 2021, H.R. 1744. This bipartisan legislation would create a dedicated center under the National Institutes of Health (NIH) to provide resources, funding and training to advance humane, cost-effective and scientifically suitable non-animal methods. In addition, this bill would carry a reporting mandate by federally funded research entities on the number of animals used in research and testing. It would also require the NIH to outline a plan for reducing that number.

All species are unique and react differently to diseases, ailments, chemicals and illnesses. As science and medicine advance, so too does our understanding of the lack of relevancy that animal-based medical research has on human health. The Humane Research and Testing Act of 2021 will not just reduce animal testing and research--it will improve medical treatments for humans by promoting the development of models that replicate human biology and physiology.

Even though non-animal test methods have repeatedly been shown to be more cost-effective and relevant to humans, millions of animals are used in U.S. research annually. Non-animal test methods can better predict human results without the needless suffering of animals. An established center dedicated to non-animal test methods will promote innovative, humane and human relevant research.
