Protect Companion Animals from Being Stolen and Sold for Research

Class B Dealers are animal dealers that are licensed by the USDA to sell cats and dogs to laboratories for scientific research, among other purposes. Tragically, many Class B dealers routinely buy dogs and cats from a network of suppliers with questionable backgrounds, including “free to good home” advertisements, puppy mills, and people who steal dogs and cats for the purpose of selling them to Class B dealers at a profit.  

This “random source” system makes it difficult for laboratories that acquire dogs and cats through Class B dealers to know the true source of the animals they are acquiring, and the USDA has stated they cannot guarantee dogs and cats used in research are legally acquired.

The Pet Safety and Protection Act (PSPA) would prohibit Class B dealers, who regularly fail to meet even the most basic Animal Welfare Act standards, from selling dogs and cats to researchers.

Help the Pet Safety and Protection Act Become Law

Dear [Decision Maker],

I am writing to ask you to co-sponsor the Pet Safety and Protection Act, H.R. 3187.

This legislation would prohibit USDA licensed Class B animal dealers from selling dogs and cats to research facilities. As is, licensed Class B Dealers can sell "random source" cats and dogs to laboratories for scientific research. Tragically, many of these animals are stolen companion animals or strays whose families may be looking for them.

The "random source" system makes it difficult for laboratories that acquire dogs and cats through Class B dealers to know the true source of the animals they are acquiring, and the USDA has stated they cannot guarantee dogs and cats used in research are legally acquired.

We must ban the sale of dogs and cats by Class B dealers to laboratories before any more family pets find themselves in research facilities. By co-sponsoring and passing the Pet Safety and Protection Act, you will save animals' lives and protect the strong bond between Americans and their beloved companion animals.
