Texas: New Legislation Would Make Healthy Dogs and Cats Available for Adoption After Research

Bill Number: HB 121

Healthy dogs and cats who were once used in research deserve the opportunity to be adopted into loving homes—and new legislation introduced in Texas would give them that chance.

HB 121 would require animal testing facilities that no longer have a need for a dog or cat to offer the animal to a releasing agency for eventual adoption or for adoption through a private placement. (An exception would be made if the animal is not suitable for rehoming or has a substantial medical condition.)

Please support HB 121 to give research dogs and cats a chance at adoption!

Dear [Decision Maker],

I am writing to ask you to vote in support of HB 121, which would give dogs and cats used for research a chance at the life all companion animals deserve by requiring that testing facilities offer them up for adoption when they are no longer needed for research. The bill provides an exception for dogs or cats who are not suitable for rehoming or who have a substantial medical condition.

Currently, dogs and cats used in research are routinely euthanized when laboratories no longer have a need for them. This flies in the face of the deep bond that we have developed with these animals and it is a particularly cruel ending to a life that knew little more than poking, prodding and testing. HB 121 will direct laboratories to give their dog and cat test subjects a chance at a better life beyond the lab.

There is no justification for laboratories to routinely euthanize healthy dogs and cats at the end of a study. Please support passage of HB 121 and give these animals who have spent their lives as test subjects a chance to find a loving home.
