Congress needs to be reminded that there are important issues regarding animals that need its attention. Passing a law to prohibit the use of animals for product safety testing is one of them! 

The Cosmetic Safety Enhancement Act is intended to provide more assurance that ingredients and final products sold as personal care products, specifically cosmetics, are safe for humans. It would create an electronic registration system for all manufacturer and cosmetic facilities to increase oversight and accountability. All registrants would be required to submit a cosmetic ingredient statement to the Food and Drug Administration with an accurate statement of all ingredients.

Of importance to NAVS is a provision in this bill that would restrict animal testing to cases where animal testing is required by a federal agency or if no non-animal alternative test is available. In including animal testing restrictions in a bill designed to ensure product safety, legislators are finally acknowledging that testing on animals does NOT guarantee the safety of products for human use.

While another piece of legislation, the Humane Cosmetics Act, HR 5141/S 2886, deals entirely with the issue of animal safety testing, the passage of any of the cosmetics safety bills with a similar provision will accomplish the purpose of achieving more humane cosmetics in the U.S.

This bill was marked up by the House Committee on Energy and Commerce Subcommittee on Health in March, though the marked-up version of this bill is still not available.

Please Support Making Cosmetics and Personal Care Products Testing Safe AND Humane

Dear [Decision Maker],

I am writing today in support of HR 5279, the Cosmetics Safety Enhancement Act, to ensure that personal care products, including cosmetics, are safe for human use. I'm delighted that this bill includes language to end the use of animals for cosmetics safety testing.

Requiring human relevant data--as opposed to animal data--in considering the safety of cosmetics and other personal care products will result in products that are both safer and more humane. It is notable that four separate product safety bills introduced this session all include provisions to end the use of animals for safety testing, acknowledging that animal tests are no indicative of human health.

Several states (CA, IL, NJ, NY, NV and VA) have already adopted bans on testing cosmetics products on animals or selling animal-tested products. In 2020 alone, seven states are considering legislation restricting the use of animals for cosmetics safety testing. This federal legislation is needed to hasten the process of making the U.S. the next country to adopt a cruelty-free standard for these products. This is a win-win situation for humans and animals.

While I appreciate that Congress has been very concerned with legislating issues that arose because of the COVID-19 pandemic, it is important to take care of other important issues. Please give your support to passage of HR 5279 and any other legislation ending the use of animals for product safety testing.
