Name: Ban on the Sale of Cosmetics Developed/Manufactured Using Animals Testing

Bill Number: SB 2608

This bill would prohibit a person or manufacturer from selling or offering for sale in the state any cosmetic that was developed or manufactured using an animal test. This ban would include ingredients and finished products manufactured or tested after January 1, 2021.

This legislation has exemptions for testing done because of a federal or state regulatory requirements, as well any foreign regulatory authority, and would also exempt products developed with an animal test for which there is no animal alternative.

A bill was also introduced in the House, HB 7706, but it has been held for further study by the House Judiciary Committee.

Please support an end to the use of animals for safety testing

Dear [Decision Maker],

I am writing to ask your support for S 2608, which would prohibit the sale of animal-tested cosmetics in Rhode Island. This bill would require all manufacturers and suppliers to sale or offer sale only those cosmetics tested with non-animal methods, unless a federal, state or foreign regulatory authority requires the testing on animal.

The bill specifically allows these products to rely on animal testing if no non-animal test method is available. Six states have already passed bans on conducting animal tests or the sale of animal-tested cosmetics and more are considering them this year. I'm asking you to help Rhode Island become the next state to pass a ban.

There is no justification for the continued use of outdated and cruel test methods that subject live animals to harm. We can and should do better in verifying the safety of products and in keeping those tests humane.

I hope that you will give your full support to the passage of this measure that would provide better safety data for products sold in Rhode Island. Thank you for your consideration.
