This bill would prohibit the use of vertebrate animals in nonmedical research testing facilities if an alternative test method that provides equivalent or better scientific information is available. This ban would include chemicals, ingredients, product formulations or finished products manufactured or tested by a contract testing facility in the state.
While this legislation would not cover medical testing and drug development, it would include all other cosmetics, personal care products, household cleaning products and other manufactured products.
This bill was introduced in 2019, and while technically it is still under consideration, this bill has only a brief window left for consideration this term.

The use of non-animal test methods has been part of mainstream testing for decades. This bill would now require all manufacturers and contract laboratories in the state of Vermont to use these methods, whenever they are available. The bill specifically exempts medical testing and drug development from its coverage. Instead, it focuses on chemicals, ingredients, product formulations or finished products manufactured or tested by a contract testing facility in the state. There is no justification for the continued use of outdated and cruel test methods that subject live animals to harm. We can and should do better in verifying the safety of products and in keeping those tests humane.
